Microsoft calls it Windows Anytime Upgrade or WAU and the cost is significantly lower then buying a newer one altogether.

Moving from Windows 7 Home Premium to Windows 7 Professional will cost $89.99 and a jump to Windows 7 Ultimate from Home Premium cost slice away $139.99

As Microsoft also announced Windows 7 Family Pack (will be on offer from 22nd October) that consists of 3 licenses for Win 7 Home Premium would save you $200!
